The Tribunal shall consist of-

(a) a Chairman who shall be a judge of the Superior Courts not below the rank of a Justice of the Court of Appeal or a person qualified to be appointed to that office; and

(b) two other persons who shall be appointed by the President in accordance with the advice of the Chief Justice given in consultation with the Public Services Commission.
