(1) The sectors listed in the First Schedule are the decentralized public service sectors.

 (2) The President may amend the Third Schedule by Executive Instrument and shall specify which of the functions of the decentralized public service sectors are to be performed by the District Assembly in the same Executive Instrument or another one.
