(1) A person aggrieved by the refusal of the Authority to grant or renew his licence under this Act or by the modification, suspension or cancellation of a licence granted under this Act may in writing appeal to the Minister who shall within 30 days of receipt of the appeal make a decision thereon,

(2) A person dissatisfied with the decision of the Minister may appeal to the High Court.
