(1) There shall be a Chancellor of the University who shall be appointed by the Council

(2) The Chancellor shall confer on qualified persons degrees, diplomas and certificates awarded by the Academic Board and honorary degrees awarded by the Council in accordance with procedures prescribed by the statutes enacted by the Council.

(3) Subject to this section the Chancellor shall preside at ceremonies of the University.
