(1) A person who knows or has reasonable cause to believe that

(a) a group is a terrorist group, or

(b) a person is a member of a terrorist group and provides or offers to provide an explosive or a lethal device to that group or a member of that group commits an offence and is liable on conviction on indictment to a term of imprisonment of not less than seven years and not more than twenty five years.

(2) A person who provides or offers to provide an explosive or a lethal device to another person knowing that that other person will use the explosive or the lethal device for the benefit of a terrorist group or a member of a terrorist group commits art offence and is liable on conviction on indictment to a term of imprisonment of not less than seven years and not more than twenty five years.
