(1) A person who is aggrieved by the refusal of the Licensing Authority to grant a licence, the revocation, suspension or cancellation of a licence or a notice served in respect of a licence may, within 28 days of the notice of refusal appeal to the court.

(2) On an appeal the court may make such order as it thinks fit having due regard for public safety.
