(1) Where it appears to the person imposing a prohibition under this Act that the motor vehicle is adapted to carry goods or passengers, or is a public service vehicle not so adapted to carry passengers or goods, the prohibition may be imposed with a direction not to remove the vehicle unless and until the motor vehicle has been examined at an official testing station.

(2) In any other case, a prohibition may be imposed with a direction not to remove the motor vehicle unless and until the motor vehicle has been examined in accordance with Regulations made under this Act.

(3) For purposes of this section, 'public service vehicle' includes fire tenders and bullion vehicles.
