Before the owner of any goods or the master of a conveyance or an agent of the owner or master unloads goods which have been put into a conveyance or into a vessel to be water-borne to be loaded for exportation or use as stores, the owner shall

(a) apply to the proper officer for permission to unload the goods, and

(b) discharge the goods and dispose of the goods in accordance with the directions of the proper officer.
