(1) The duty of the head of department to deduct advance recoveries from salary payments will not diminish the responsibility of a public officer, who has received an advance, to repay it according to the agreement and to report any failure to make deductions from salary when due.

(2) Failure by the beneficiary to report the absence of deduction is a breach of financial discipline as defined in regulation 8(1).
