The Minister shall issue instructions concerning

(a)  the form of budgetary documents and statements;

(b) classification of budgetary transactions;

(c) information to be submitted in support of budgetary proposals by heads of departments;

(d) costing  of activities; and

(e) procedures to be followed by budget committees in preparing, submitting and implementing the budget.
