(1) Except as provided for in the Financial Administration Act, 2003, (Act 654), and these Regulations, a head of department may not authorise payment to be made out of funds earmarked for specific activities for purposes other than those activities.

(2) A person who makes a payment contrary to sub-regulation (1) is in breach of financial discipline as defined in regulation 8(1).
