(1) The President shall, in accordance with article 195 of the Constitution, appoint staff that are necessary for the proper and effective performance of the functions of the Authority.

(2) Other public officers may be transferred or seconded to the Secretariat of the Authority or may otherwise give assistance to theAuthor1ty

(3) The Authority may engage the services of consultants as determined by the Board.
