(1) The President shall appoint in accordance with article 195 of the Constitution, the other officers and staff that reasonably necessary for the proper and effective performance of the functions of the Board.

(2) Public officers at the request of the Council and approved by the Minister for education, may be transferred or seconded to the Board

(3) The officers and other staff of the Board shall hold office on the terms and conditions stated in their letter of appointment.
