(1) Any member of the Council who has an interest in a contract or other transaction proposed to be entered into with the Service shall disclose in writing to the Council the nature of the interest and the member is disqualified from participating in any deliberations of the Council in respect of the contract or other transactions.

(2) A member of the Council who contravenes subsection (1) of this section is liable to be removed from the Council.
