(1) The evaluation of the proposals shall be carried out in two stages: first the quality, and then the cost.

(2) Evaluators of technical proposals should not have access to the financial proposals until the technical evaluation, including any Tender Board Review is concluded.

(3) The evaluation shall be carried out in conformity with the provisions in the invitation for proposals.
