A person who provides or agrees to provide training or instruction

(a) in the making or use of an explosive or other lethal device,

(b) in carrying out a terrorist act, or

(c) in the practice of military exercises or movements knowing that the training or instructions is being provided to a member of a terrorist group or to a person engaged in or preparing to engage in a terrorist act commits an offence and is liable on conviction on indictment to a term or imprisonment of not less than seven years and not more than twenty five years.
