(1) The Commission is responsible to the President.  

(2) The President, shall, in-writing, designate a Minister to have oversight responsibility for the Commission.  

(3) The Minister designated under subsection (2) or any other person designated, shall carry out the directives   of the President and shall report to the President at least once in every three months.
