Where the fidelity fund is reduced below the minimum amount approved for a stock exchange, the governing body of the stock exchange shall take steps to make up Ae deficiency

(a) by transferring an amount ±at is equal to the deficiency from other funds of the stock exchange to die fidelity fund; or

(b) in the event that there are insufficient funds to transfer under paragraph (a), by determining the amount which each licensed broker-dealer of the stock exchange shall contribute to the fund.
