The Commission may

(a) refuse to issue a licence,

(b) issue a licence but refuse to authorise all the classes of insurance business requested m the application, or

(c) suspend or revoke a licence and it shall notify the applicant or the affected licence holder in writing of its decision, stating the reasons.
