(1)  The Board shall within twenty-one working days after the receipt of the application grant a licance to the applicant if it is satisfied that the applicant has 

(a) satisfied the conditions required for a licence, and

(b) Paid the licence fee and any security deposit required to be paid.

(2) The licence fee shall be determined  by the Board and shall be published ln the Gazette
