(1) Subject to the provisions on loans in article 181 of the Constitution the Commission may obtain loans and other credit facilities on the guarantee of government from such bank and institutions as the Minister in consultation with the Minister for Finance may determine.

(2) The Commission may open such bank accounts as the Minister in consultation with the Minister of Finance and the Accountant-General may determine.
