The Council may

(a) where it has reasonable grounds to believe that a licensed health insurance scheme or a manager of such a scheme has contravened a provision of this Act or Regulations made under this Act and the contravention is such as to adversely affect the interest of the members; or

(b) at the request of a health insurance scheme appoint an actuary to investigate and report to the Council the activities and affairs of the scheme.
