Where two or more persons assemble for the purpose of running goods contrary to a provision of this Act, or who having so assembled, evade a provision of this Act, each person commits an offence and is liable on summary conviction to a fine of not more than two hundred and fifty penalty units or to a term of imprisonment of not more than two years or to both.
