When a registration number fixed on a motor vehicle or trailer being used or kept on a road is in any way

(a) obscured, or

(b) rendered, or allowed to become, not easily distinguishable, the owner commits an offence and is liable on summary conviction to a fine not exceeding 100 penalty units or to a term of imprisonment not exceeding 6 months or to both.
