A person who

(a) refuses to comply with an order made under this Part or under a provision of the Regulations or

(b) obstructs an officer empowered to carry out a provision of this Part or an act authorized by this Part or the Regulations commits an offence and is liable on summary conviction to a fine of not more than one hundred penalty units or to a term of imprisonment of not more than six months or to both.
