(1) The President shall in accordance with article 195 of the Constitution appoint for the Authority other officers and staff that are necessary for the proper and effective performance of its functions.

(2) Public officers may be transferred or seconded to the Authority or may otherwise give assistance to the Authority.

(3) The Board may engage the services of consultants or other experts on terms and conditions determined by the Board.
