(1) Goods for exportation shall be entered under the appropriate customs procedure code.

(2) Sub-regulation (1) does not apply to

(a) warehoused goods;

(b) goods under drawback;

(c) goods in transit or for transhipment; and

(d) goods to which regulations 171 and 172 apply.
