(1) A person who contravenes a provision of these regulations for which a penalty is not provided, commits an offence and is liable on summary conviction to a fine of not less  than one hundred and fifty penalty units and not more than four hundred penalty units. 

(2) a person who is convicted for a contravention of the technical standards provided in these regulations, may be barred from

(a) undertaking any job, or

(b) operating in the community water and sanitation subsector for a period of not less than one year and not more than three years.

(3) Sub-regulation (2) applies in addition to the fine.
