(1) The Controller and Accountant-General shall include in the report under regulation 191 details of heads of departments who fail to submit financial statements of their departments in accordance with the provisions of Part V of the Financial Administration Act, 2003, (Act 654).

(2) A head of department who fails to submit financial statements of the department is in breach of financial discipline as defined in regulation (8)(1).
