A veterinary surgeon shall be deemed to have been registered with effect from the date of the commencement of this Law, if he-

(a) was ordinarily carrying on the practice of veterinary surgery in Ghana at the date; and

(b) was at that date in possession of the qualification specified in section 13 of this Law and approved by the Council.
