(1) The Commission may after consultation with the Secretary responsible for Finance issue written instructions not inconsistent with any of the provisions of this Law for the better control and efficient management of the financial affairs of Regional and District Centres.

(2) The instructions may be issued generally or with respect to any particular Centre and shall be complied with by the Regional or District Centre concerned.
