(1) The Assembly shall meet for the despatch of business at such times and places as the Executive Chairman may appoint but shall meet not less than four times in a year.

(2) The Executive Chairman shall, upon the written request of the Commissioner or upon the request in writing of not less than ten members of the Assembly, including not less than four representatives of Regional Sports Councils, convene a special meeting of the Assembly to transact any extraordinary business on a date specified in the request.

(3) Where any such request is made by members other than the Executive Chairman, the request shall be transmitted to the Executive Chairman with a summary of the business to be transacted at least twenty-one days before the date on which the meeting is expected to be held.

(4) Particulars of the business to be transacted at any meeting of the Assembly shall be circulated to members with the notice of the meeting.

(5) The quorum at any meeting of the Assembly held under subsection (1) of this section shall be fifteen and the quorum at any meeting of the Assembly held under subsection (2) of this section shall be ten including not less than four representatives of Regional Sports Council.

(6) The Executive Chairman if present shall preside at every meeting of the Assembly and in his absence the Chief Administrative Officer shall preside, and, in the absence of both of them a person elected by members of the Assembly present from among their number shall preside.

(7) Every question proposed at a meeting of the Assembly shall be decided by a simple majority of members present as determined by acclamation or by voting.

(8) The Executive Chairman, or other person presiding at a meeting of the Assembly shall, in the case of an equality of votes, have a second or casting vote.

(9) The Assembly may at any time co-opt any person or persons to act as an adviser or advisers at any of its meetings, so however that no person so co-opted shall be entitled to vote at any such meeting on any matter for decision by the Assembly.

(10) The validity of any proceeding of the Assembly shall not be affected by any vacancy among its members or by any defect in the appointment or nomination of any of them.

(11) Subject to the provisions of this section and the provisions of any regulations made under section 42 of this Decree, the Assembly may regulate its own procedure and the procedure of its committees.
