(1) The Assembly may appoint such committees from among its members as it may consider necessary for assisting it in the due discharge of its functions under this Decree and may assign to such committees such functions as the Assembly may think fit.

(2) Any such committee may co-opt any person or persons as an adviser or advisers at any of its meetings but any such person shall not be entitled to vote on any matter for decision by the committee.
