(1) There shall be an officer of the National Council to be known as the Chief Executive.

(2) The Chief Executive shall be appointed by the Supreme Military Council upon the recommendations of the Commissioner and shall hold office upon such terms and conditions as shall be stated in his instrument of appointment.

(3) The National Council shall also have the following officers:-

Chief Administrative Officer,

Chief Sports Organiser,

Deputy Chief Sports Organiser, and

Chief Accountant.

(4) The Commissioner acting on the recommendation of the Chief Executive shall be responsible for the appointment, promotion, discipline, dismissal and removal of any person in respect of each of the posts referred to in subsection (3) of this section, so however that, unless a person is being seconded from any part of the public service to fill a vacancy in any such post, or unless in a case where a person is being promoted into any such post from among the employees of the National Council the Commissioner directs that there should be no advertisement, a person to be recommended by the Chief Executive for appointment into any such post shall be a person selected by interview as a result of an advertisement of the vacancy indicating the minimum qualifications required for such appointment.

(5) Such officers shall, subject to subsection (4) of this section, hold office upon such terms and conditions as the National Council may determine.

(6) The National Council shall also engage such other employees as may be expedient for the proper and efficient conduct of the business and functions of the National Council and on such terms and conditions as the National Council may determine.

(7) Subject to the provisions of this Decree, the National Council shall have the power to appoint, promote, discipline, dismiss or remove the employees referred to in subsection (6) of this section.

(8) The National Council may also engage the services of such consultants and advisers as the National Council may on the recommendation of the Chief Executive determine.
