(1) The Council shall have an officer to be designated as the Secretary to the Board and shall also have such other staff as may be necessary for the efficient conduct of the functions of the Board.

(2) The Secretary and other members of the staff of the Council shall be public officers.

(3) The Secretary shall arrange the business for and cause to be recorded and kept minutes of all proceedings of the Board and shall also perform such other functions in relation to the functions of the Board as the Board may assign to him.
