(1) The Board shall cause to be kept proper and correct account of all moneys received and expended by it.
(2) Such accounts shall be audited by the Auditor-General or an auditor appointed by the Board on the recommendation of the Auditor-General within three months after the end of the financial year.
(3) The financial year of the Council shall be a period of twelve months ending on the 30th day of June in each year.
