Any person who-

(a) neglects or refuses to produce for examination by an Inspector when lawfully required to do so any certificate, weight, measure, or instrument for weighing or measuring in his possession or custody or on his premises; or

(b) willfully obstructs or hinders an Inspector in the performance of his duties under this Decree, shall be guilty of an offence and liable on summary conviction to imprisonment not exceeding twelve months or to a fine not exceeding c500.00 or to both.
