There shall be established in every Ministry a ministerial advisory board consisting of

(a) the Minister responsible for the Ministry as the chairman,

(b) the Deputy Minister of the Ministry,

(c) the chief director; and

(d) one representative each of the

(i) three public sector organisations, and

                     (ii) three private sector organisations, with which the Ministry has the most dealings.
