(1) There shall be a Chancellor of the University who shall be the Head of State.

(2) In the absence of the Head of State the person acting as the Head of State shall be the Chancellor.

(3) The Chancellor shall confer degrees awarded by the University and shall when present preside at the meetings and ceremonies of the University.
